Auf regionaler Ebene (d. h. in den 16 Bundesländern) gilt dies nicht. Die Gesetzgebung im Verbraucherschutz erfolgt auf Bundesebene, für die Umsetzung und Kontrolle sind jedoch die 16 Bundesländer verantwortlich.
