Deutschland besteht aus 16 Bundesländern mit großen individuellen Unterschieden in Bezug auf die Größe jedes Bundeslandes (zwischen etwa 1 und 18 Millionen Einwohnern pro Bundesland). Die 16 Bundesländer Deutschlands sind verantwortlich für die Umsetzung der Gesetze. Die Umsetzung der Lebensmittel- und Futtermittelsicherheit liegt daher in der Verantwortung der Länder. In dieser Aufgabe sind die Bundesländer unabhängig, d. h., sie unterliegen nicht den Weisungen der Bundesregierung.

The Julius Kühn-Institut (JKI) is an independent higher federal authority and research institution. It is subordinate to BMEL. Tasks are stipulated in the German Crop Protection Act and the Gene Technology Act. The main task is to advise the German Federal Government concerning issues related to crop production, soil science, plant genetics, plant breeding, plant protection, plant health and bee protection.
