All competent authorities at the national level have subordinate institutions operating at the regional/county/local level. The county-level structures of the competent authorities carry out official controls in the areas of food and feed, plant protection and plant health, as well as inspections in the veterinary field.
NSVFSA – At the county level, there are 42 County Veterinary and Food Safety Directorates, which implement the national control plan developed at the central level. They also supervise the activities of the Zonal Veterinary Offices and the Veterinary and Food Safety Offices.
MoH – The National Institute of Public Health is subordinated to the Ministry of Health; at the regional level, there are six public health centers located in Bucharest, Iași, Cluj-Napoca, Timișoara, Târgu Mureș, and Sibiu. In addition, there are 42 County Public Health Directorates responsible for state public health inspections.
MARD – The National Phytosanitary Authority (NPA), subordinated to MARD, is the sole central authority responsible for organizing official controls in the areas concerning protective measures against plant pests and the requirements governing the placing on the market, use, and sustainable use of plant protection products. NPA coordinates monitoring programs for pesticide residues in domestically produced food of non-animal origin and is also the sole central competent authority for plant health.
MARD’s national network includes 42 County Directorates for Agriculture and Rural Development.
NACP – coordinates and implements the Government’s strategy and policy in the field of consumer protection. NACP has 47 County Consumer Protection Commissioner’s Offices/Consumer Protection Commissioner’s Offices (CJPC/CPCS) under its authority, which are entities without legal personality, organized as subordinate territorial structures under the coordination of NACP, with territorially limited competences.
MEWF – has under its authority the National Agency for the Environment and Protected Areas (NAEPA) and the National Environmental Guard (NEG).
NAEPA is the institution responsible for implementing Romania’s environmental policies and legislation; it coordinates the issuance of environmental regulatory acts, the monitoring of environmental factors, and the management of protected natural areas, thereby contributing to nature conservation and sustainable development.
NEG is the institution responsible for verifying compliance with environmental legislation in Romania. Through its inspection and control activities, GNM commissioners ensure the consistent application of national and European legislation and may impose measures and sanctions to prevent and combat pollution, as well as to protect the environment.
